Why can't a Mini-PAT be ended early unless all assessors have responded?

A Mini-PAT cannot be ended early unless all a trainee's assessors have responded because the assessors have been sent an e-mail which tells them they have until a specific date and time to respond.

If the Mini-PAT is ended before the original end-date, any remaining assessors would no longer have the opportunity to complete the form.
